Depends on the grant. if its, for example, financial aid for college then you fill out a FAFSA. And yes, that is a grant for the disabled. Disabled people get a little extra when the qualify for Federal financial aid. than find out what non profit orgs help people with that need-
and than apply for that grant
teh givernment has very few granst for individuals--for example-my state had a grant to pay for a ramp if you needed it to get out of your house to get to work
