you need to go to studentfinancedirect.gov.uk and it has the forms you need to fill out on there; they can be done online or via a paper copy by printing them out. just google ';student finance uk'; and the Government website comes up. You can fil in the form online or get a PR 1 form from your local council office.

How? By asking your LEA for the form and filling it in.
